was remembered, are remembered, had been remembered, is remembered.Because, possive voice.
Here is the same problem and even the same mistake in the word 'passive'
5. People go to the tomb of the Unknown Soldier to stand in silence for a minute to honor the memory of those who ___ in wars.
is killed, are killed, was killed, were killed, Because, sentence is plural. The options "are killed and were killed" are both plural! You should say because the situation happened and finished in the past.
