The formulation of question #22 is not completely right: commercial banks indeed do create money through the bank multiplier, thus, increasing the total money supply. Although the difference between 'money' and 'currency' could be vague, they do not create currency (they don't have the right to print new money), and the question is formulated about whether they can actually create currency
