The fifth ocean, the Southern Ocean, was proposed by International Hydrographic Organization (INO)in 2000, but not all countries and organizations agree with this statement, for that reason International Hydrographic Organization (INO) itself does not RATIFY the fifth ocean. Since the Southern Ocean is not OFFICIALLY RATIFIED, there are four oceans in the world.
